PPWSA: modern drinking water plant supervised by Topkapi in Cambodia

Inaugurated last 4 June, the drinking water production plant in Niroth operated by the Phnom Penh Water Authority (PPWSA) has a capacity of 130,000 m3/day. The unit features fully automated control and variable speed pumps governed by an advanced algorithm optimizing treatment quality and energy consumption. The entire facility is controlled from a control room equipped with a TOPKAPI redundant control/command system also ensuring supervision of the network devices connected over the Ethernet network through its native SNMP protocol.

The new drinking water production plant in Niroth shows the dynamic growth in Cambodia over the last few years and the will of their leaders to offer access to essential services such as drinking water to all.
 

Co-financed by the AFD (Agence Française de Développement) and supervised for construction by the SAFEGE(1) design office as project manager, in its phase 1 this plant increased by more than 30% the production capacity of PPWSA (Phnom Penh Water Supply Authority), hence making the drinking water resource available to 0.3 million additional persons (for a total 1.7 million persons).
 


A state-of-the-art water treatment process with Topkapi
  

The SPEED ASIA Services company, AREAL's partner in Asia, broadly participated in the project by leading the specifications studies of the process and control/command, and supporting the station builder on configuring TOPKAPI supervision.


Ultimately, the architecture is composed of 2 couples of 2 hot redundant servers, one for the water pumping part in the Mekong (with a strong energy optimization concern) and the other for the treatment process (flocculation, clarification, chemical treatment, filtering, storage and distribution).


The entire process is controlled from a control room fitted with a modern image wall and dedicated client stations. One of the characteristics of the facility is the use of Topkapi's native SNMP protocol used to monitor all the equipment in the Ethernet network, the system's backbone, such as the switches, routers... It contributes to reinforcing securization of exchanges between communicating automation equipment, allowing real-time detection of any failures such as disconnection of a computer station, communication errors, failure of an Ethernet device...


Demographic growth in the Phnom Penh region will trigger new investments. PPWSA showed a strong will to continue standardizing TOPKAPI for supervision, a solution perfectly adapted to control-command of water production and treatment stations, and of distribution and sewage  networks.
